Substitute Quota

Aligning the client's obligation for the Compensation for Unemployment of Persons with Disabilities with the Substitute Quota:

In this process, the client has the opportunity to choose one or more services from our offer. Based on their requirements, we then prepare quotes. If the client approves the quotes, they are attached to the Business Cooperation Agreement (BCA) via the NERA application.

The Business Cooperation Agreement through the Substitute Quota is signed by both contracting parties. This agreement takes effect from the date of signing and is valid for the following 15 days. During this period, the agreement must be scanned and submitted through the NERA application in the Substitute Quota Notification Form N-IZK 1, together with the corresponding quotes for our products and services. The total value of the submitted quotes should roughly correspond to the agreed amount of the obligation for the Compensation for Unemployment of Persons with Disabilities.

Changes are entered into Form N-IZK 1, and the form is signed using a signing certificate on a USB stick, after which you click the "Send and Finish" option. This completes the process of announcing the business cooperation through the Substitute Quota, and we can proceed to implementation.

To register and use the NERA application, a company participating in the Substitute Quota programme must have a special USB device with two certificates approved by FINA. One certificate enables the creation of documents, while the other allows their electronic signing. You can obtain these certificates at FINA branches or at a bank that is your business partner.

Once you have successfully registered and accessed the NERA application, you will get an overview of all your obligations under the Act on Mandatory Insurance of Employees with Disabilities (ZOSI). You can also submit your Substitute Quota Notifications through the NERA application. After the contractual period expires, you can complete the liquidation of your obligations electronically, eliminating the need to physically submit paper requests.
